Manager, Project Engineering

Summary

CHS has an exciting opportunity at our Oil Refinery facility in McPherson, Kansas. We are looking for a Manager, Project Engineering to lead the Project Engineering team and develop and oversee the site’s project engineering strategies/programs.  You must be a self-motivated, detail-oriented, results-driven individual with a commitment to quality, accuracy and the ability to organize and prioritize workloads to meet deadlines. Excellent communication skills, both verbal and written, with a strong commitment to customer service and the ability to work in both a team environment and on self-directed tasks are necessary. 

Responsibilities

  • Manage the refinery capital and expense project portfolio.
  • Implement and follow the refinery Front End Project Planning system on all assigned projects.
  • Develop and implement project engineering and project management systems to cover complete project lifecycle.
  • Participate in project engineering operational excellence teams to develop and drive best practices throughout the CHS Refineries, Pipelines, and Terminals Division.
  • Develop, track, report, and react to appropriate metrics for measuring and improving success of strategies implemented.
  • Collaborate with other engineers and customers within the refinery to ensure the mission, objectives, and strategies are executed consistently and to the fullest extent to support the refinery as intended.
  • Work with Maintenance and Reliability Groups to develop best strategy for project data procurement and turnover at end of project.
  • Drive a customer focused project engineering strategy to ensure customers’ needs are understood and appropriate project scopes are defined.
  • Develop bid package documents for design services, construction services, and major equipment items as appropriate.
  • Responsible for the overall capital project cost and schedule control.
  • Prepare monthly project reports, capital spending reports, cash flow planning, and forecasts at the portfolio level.
  • Manage field execution of approved projects to ensure project execution complies with plan and meets agreed quality, cost, and time parameters in safe and environmentally sound manner.
  • Liaise with third-party engineering to ensure conformance to contract.
  • Review cost estimates and economic justifications on Authorizations for Expenditures (AFEs).
  • Manage project risk assessment through development and implementation of risk response plan to monitor and control risks throughout project lifecycle.
  • Coach others to identify and resolve key issues impacting projects' schedule, cost, and quality.
  • Ensure Project Engineers are defining, reviewing, and managing potential scope change decisions in accordance with established change management objectives.
  • Lead annual capital and non-recurring expense plan development and monthly spend forecasting.
  • Manage staff. Ensure employees are resourced and trained to successfully perform engineering activities. Initiate selection, promotion and corrective actions when appropriate; accountable for fair and uniform application of human resources policies. Oversee career paths and succession planning for group.

Minimum Qualifications (required)

  • Bachelor's degree or higher in Engineering, Engineering Technology, or related field
  • 4+ years of experience in refining or related industry
  • 3+ years of project management experience

Additional Qualifications

  • 3+ years of experience managing technical professionals
  • 5+ years of project management experience
  • Prior leadership experience with progressively advancing level of leadership responsibilities
